| 俄国十月革命与哈尔滨及中国收回中东铁路区主权的斗争
1917年3月16日，沙皇政府被推翻的消息传到哈尔滨后，俄国侨民热烈欢呼庆祝，纷纷举行集会、游行。据《远东报》记载，3月18日，在俄国社会民主工党布尔什维克领导下，中东铁路三十六棚总工厂、哈尔滨机务段等处的俄国工人，高举红旗，举行庆祝活动。同日下午"本埠军界举行庆祝活动"。3月20日"为俄国全国新政府统一之纪念日，哈埠人民亦于今日承认新政府。是日，一切机关及商店全都闭门，午后12点钟，秦家岗(即南岗)教堂前聚集各校学生和军士以及市民等。各校学生、军人、执行机关人员争先发表演说，并向天空致敬死亡之烈士，后即列队游行去江沿、至三十六棚为止”。 当1917年"五一"国际劳动节来临之际，哈尔滨的中俄工人怀着胜利的喜悦，隆重纪念了自己的节日。"五一"这天，哈尔滨总工厂的中俄工人一早就来到工厂，提前做好一切准备。11时整，随着工厂汽笛声，全厂的工人从各分厂涌向工厂大门。往常大总管会要求路局派军警阻拦，但因为这时正是欢庆推翻沙皇政府的热潮之时，大总管怕引火烧身，眼睁睁地看着工人出厂参加集会，对此无可奈何。 这次庆祝"五一"国际劳动节集会，是中东铁路职工联合会发起的，除了哈尔滨总工厂外，哈尔滨机务段、铁路印刷厂、车站和货栈以及市内其他各工厂、商店的中俄工人都参加了纪念活动,spaccio moncler。各处工人在秦家岗教堂前广场集合，举行集会。会场上人山人海，无数面红旗迎风飘扬，"要求民主"、"要求自由"、"要求增加工资"等大幅标语牌竖立在会场四周，整个会场呈现出节日气氛。到会广大劳动群众意气风发，斗志昂扬，他们头一次享受到在没有军警监视和限制的情况下欢庆自己的节日。大会开始后，中俄工人争先发言。他们在发言中，控诉了沙俄侵略者的罪行；发出了要求改变工人被压迫地位的呼声。会后，参加集会的群众整队出发，举行了声势浩大的示威游行。沿途有人纷纷加入游行行列。游行队伍至道里三十六棚后解散。当时《远东报》对此次活动做了详细报道。该报写道：“……本埠劳动家一致庆祝工党佳节。如三十六棚、货栈、商店、作坊工人及军队，皆于十二点钟聚集于秦家岗教堂前，高举红旗，大书‘工党万岁’、‘合则力强’、‘社会党幸福’等标语。并有音乐队奏自由音乐，各演说家纷纷演说五月一号关系，劝告工党与世界同志结为一体。” 这次纪念"五一"国际劳动节活动，虽然是俄国职工联合会发起的，但广大中国工人积极参加了集会和游行。对此，当时《远东报》写道：“……哈尔滨及其他各城，今皆开会庆祝，三十六棚华工亦与俄国工党联为一气，中国之工人亦愿与俄人结为一体，逆料世界大同之日将不远矣。” 在这次"五一"集会之后，老巴夺烟草公司、秋林洋行的广大职工，为要求增加工资也举行了大罢工。这是受俄国革命影响而掀起的斗争。 在哈尔滨的俄国侨民欢庆活动连续数日。当时，许多俄人对国内事件并不完全了解，待形成一股欢呼二月革命的热潮。并随着时间的推移和十月革命的胜利，绝大多数人才认清了资产阶级临时政府的本质，逐渐地冷静下来。在布尔什维克的宣传鼓动下，广大俄国工人团结中国工人经常地举行各种政治活动。 彼得格勒十月起义的消息，11月8日就已传到了哈尔滨，但是，当时的报纸却没有报道十月革命的消息。同二月革命时截然不同，在哈尔滨的俄国上层人物没有召开群众庆祝大会，但是在中东铁路俄国工人和革命士兵中却得到热烈反应。11月12日，哈尔滨的俄国布尔什维克组织召开会议，并发表了《告满洲全体公民书》，文中写道："我们再一次号召全体公民，要坚信彼得格勒工人士兵代表苏维埃全俄代表大会的充分稳定，并支持他们对资本家和地主的前临时政府所进行的斗争。”这一号召首先得到哈尔滨的工人和护路队士兵的支持。11月20日，在三十六棚总工厂俱乐部，俄国工人和革命士兵代表召开了庆祝十月革命胜利大会。会上通过了关于承认苏维埃政权的决议。中国工人代表王福等应邀参加了大会。一位在总工厂工作将近10年的俄国工人布尔巴，在他充满激情的回忆录里写道："那时，我们把他们(指中国工人)当成中国无产阶级向我们伸出的一只友谊之手。中国工人对俄国工人充满了多么深切的同情，有这样一个例子可以说明：他们在工厂里的工资收入比我们少得多，但是中国工人代表却当场把在各车间募集的数百元钱交给工人和士兵代表会议主席，作为对俄国革命的支援。” 在长期的共同斗争中，中俄工人结下了深厚的友谊。特别是中国工人同俄国工人一起庆祝十月革命的活动，使广大中国工人了解到许多新事物。他们了解到十月革命和二月革命不同，十月革命不仅推翻了沙皇政府，还推翻了地主资产阶级的临时政府。建立了工人、农民当家作主的新国家。了解到列宁是个伟大的人物，他领导的布尔什维克是红党，他领导的红军是穷人的军队。代表资产阶级的党是白党，他们的军队是白卫军。后来哈尔滨人把沙俄残余分子统称为“老白党”，霍尔瓦特也有了个新的名字“白毛将军”。中国工人还表示，为了支援俄国红党，就要坚决和“白毛将军”斗到底。 俄国共产党的前身俄国社会民主工党布尔什维克组织，早在1905年就在哈尔滨和中东铁路沿线俄国工人中发展了党员，建立了党的组织，并领导在哈尔滨的俄国工人和士兵开展了反对沙皇统治的斗争。1917年二月革命后，从秘密转为公开活动，先后成立了工人代表苏维埃(亦称劳工委员会)和士兵代表苏维埃(亦称士兵委员会)。6月，两个团体合并，成立了工兵代表苏维埃，原士兵委员会领导人留金担任工兵代表苏维埃主席。 在此之前，俄人控制的哈尔滨市自治会和董事会也十分活跃，除向俄国资产阶级临时政府发去贺电外，3月17日还召开临时会议，决定以俄国彼得格勒的执行委员会的模式，于3月19日成立了由37人组成的哈尔滨市执行委员会，推举律师阿列克桑德洛夫为主席。实际上，市执行委员会取代了原来的所谓市自治机关董事会。市执行委员会成立后，曾要求中东铁路管理局局长霍尔瓦特交出中东铁路区的行政权。但不久，俄国资产阶级临时政府发来电报，委任霍尔瓦特为中东铁路区的行政长官，使他有了新的“靠山”。此后,moncler 这期间,www.benbenradio.fr，在哈尔滨的俄国各派相继成立了"工兵苏维埃"、"市执行委员会"、"铁路职工委员会"、"将校委员会"(后与士兵委员会合并)、"哈尔滨革命委员会"、"军事委员会"、"远东拥护祖国和宪法会议委员会"等，这些组织，无论是左派还是右派，都极力想取得政权，斗争十分激烈。这些斗争，首先在市执行委员会与中东铁路管理局局长霍尔瓦特之间展开。市执行委员会成立后，作出的第一个重要决议就是撤销中东铁路管理局副局长阿法纳西耶夫中将和哈尔滨警察局局长阿尔诺里特中校的职务。阿法纳西耶夫是负责中东铁路民政部事务的副局长。民政部是中东铁路区的一个行政中心机构。它主要任务是：(一)监督中东铁路区的所谓"自治机关"--自治会的工作；(二)管理未建立"自治会"的各居民点的各事务；(三)必要时审查"自治会"的决议。因此，市执行委员会要夺取中东铁路区行政权就必须首先把民政部的大权夺过来，而撤销阿法纳西耶夫的职务是势在必行的。霍尔瓦特迫于当时形势的压力，对市执行委员会的决议不得不表示同意，并免去上述两人的职务。市执行委员会在3月21日第二次全体会议上，又逼迫应邀出席会议的霍尔瓦特承认该委员会为"各行政机关之监督机关"。霍尔瓦特也予以承认。他说："本总办认为执行委员会为万不可少之机关，并承认新政府所拟的一切改革。" 取得领导地位的市执行委员会与原来的所谓"自治机关"--市董事会的矛盾也日益尖锐起来。市执行委员会大权在握，而市董事会已处于附庸地位。"一切议案，该处(指市执行委员会)倡之于前，董事会附合于后，纯任意气，不审是非。"这种情况引起了市董事会的极大不满。市董事会会长(即市长)乌曼斯基曾派他的代表、市董事会董事谢缅尼科夫向中国吉林铁路交涉局指控市执行委员会“治理不合彼国新令”，“违反民意”等。乌曼斯基请求中国地方当局出面干预，而这时的霍尔瓦特已处于大权旁落的地位。 哈尔滨俄人工兵代表苏维埃成立后，便与俄国国内的布尔什维克保持着密切的联系，并在哈尔滨积极开展革命活动。在士兵委员会和劳工委员会合并之前，这两个组织对待霍尔瓦特和市执行委员会的问题上一直采取较温和的态度。后来，随着俄国国内革命形势的发展，在哈尔滨工兵苏维埃的内部出现了激进派和温和派两个派别。激进派从革命的观点出发，认为一切权力应归属于工兵苏维埃，而不能让资产阶级控制的市执行委员会继续掌握政权。激进派领留金在7月19日的讲话中充分表达了激进派的观点。他说："执行委员会作为革命机关已失去存在的价值。过去，我们执行了错误方针，今后有必要加以纠正，从今日起，工兵苏维埃应该成为一个革命机关。"留金还提议。逮捕中东铁路护路队和警察局的白俄军官，并送往俄国西伯利亚前线。同时还应罢免霍尔瓦特的职务,moncler moncler。其执行部(指市执委会)已成尸位，无存在之必要，当为解散，所有事件均归公共议事会(指"自治会")办理，其议事会为民主基本，拟即克日组成，本团并提任保卫治安。对于本团有任何反抗举动者，决不容忍。为此，布告人民，安居乐业，勿为愚言蛊惑，极力支持工兵民主政权。此布。"12月13日，工兵苏维埃又成立了以5人组成的军事革命委员会。12月17日，军事革命委员会发布了第l号命令宣布撤销霍尔瓦特中东铁路局局长、拉琴诺夫副局长的职务,moncler 当军事革命委员发布命令罢免霍尔瓦特职务之后，霍尔瓦特并不甘心于自己的失败。他向中国地方当局提出派中国军队解除工兵苏维埃激进派的武装。旧俄驻华公使库达舍夫也到中国外交部请求出兵，并称"不愿他国干预"。中国政府根据这一请求，决定派兵进驻哈尔滨和中东铁路。吉林督军孟恩远先后调集骑步兵各营进驻哈尔滨。并于12月17日成立了"吉林省中东铁路警备司令部"。统一指挥进驻部队。随后黑龙江省也调骑步兵1O余营进驻省内中东铁路沿线。当时，中国北洋政府深知，哈埠工兵苏维埃的夺权斗争与苏俄新政府直接相关，如对哈尔滨局势处理失当，不但会引起苏俄新政府反应，而且也会招致协约国的干预。为了妥善处理这一"中俄交涉事宜"，北洋政府特派何宗莲中将(大总统府顾问)和张宗昌(大总统府副长官)作为中央代表，前往哈尔滨。何宗莲、张宗昌于12月17日抵达哈尔滨。中国政府对激进派与霍尔瓦特之间的斗争，表面上采取中立态度，而实际上是“以实力赞助霍尔瓦特，维持北满秩序”。何、张于12月18日会见了霍尔瓦特，要求他"将哈埠俄激党首领及滋事分子解送出境"。霍尔瓦特同意出面调停，他想尽力劝说激进派自动解除武装，如果劝说无效，再以武力驱逐之。这时。从吉林、黑龙江两省调来4000多中国军队，分序列在哈尔滨的田家烧锅(香坊)、傅家甸(道外)等地，另有一部分军队在道里设岗放哨、巡逻，担任警卫任务。 在霍尔瓦特已被军事革命委员会免职的情况下，他已无权说服工兵苏维埃激进派解除武装。中国军队进驻哈尔滨后，留金和斯拉夫不仅拒绝缴械，撤回俄国，并扬言：“哈埠一隅为俄国战胜所得，前已视同领土，并决定路线合同取消，以便自由行动，为图谋改革之根据地。”同时煽动俄士兵进行武力抵抗。当时激进派控制了驻在哈尔滨的两个俄国国民步兵大队，即五五九大队和六一八大队。前者驻扎在南岗八杂市，后者驻扎在西大桥一带。 12月26日，中国军队分成两路开进南岗八杂市和西大桥一带，对俄军进行了战斗，双方发生了小规模交战，最后迫使俄军投降。留金及其领导的俄军4000余人被遣送出境，中国军队驻进该营房。 哈尔滨危机的解决，大大提高了中国军队的声威，对以霍尔瓦特为首的反革命势力也起到巨大的镇慑作用。霍尔瓦特多年来在路区颐指气使，藐视中国政令，但这时他不得不服从中国地方当局提出的条件；铁路由中国军队防护，中国军队驻扎俄军所腾出的营房，若再有入境俄军一律缴械，等于承认中国收回了护路权和俄国在铁路上驻军是非法，他所保留的护路军也就失去了存在的根据。中国军队进驻路区，为下一步收回路区行政、司法诸权，最后驱逐霍尔瓦特奠定了基础。 哈埠俄军被遣送之后，北京政府于1917年12月29日任命吉林省长郭宗熙兼任中东铁路督办，令其整顿路务，处理关于铁路的一切善后事宜。这是继成立中东铁路警备司令部之后，中国政府为收回路权而采取的又一重大措施。 这一善后方略符合当时中国的实际情况，交通部予以批准并指示郭宗熙按中俄所订中东铁路合同与公议会大纲切实执行。郭宗熙遂会同孟恩远与黑龙江省代表王树翰共同拟定了六项实施大纲，其主要内容为： 军事案：护路俄军除遣散者外，现留于路区者"时图抵制吾军，近且有添募蒙兵之议”，是以中国进驻路区之军队不能再撤消。如俄方提出撤退华国，即根据中俄条约明确表示，非但华军不能撤，现有俄军亦应一律撤退。 警察案：首先在哈埠扩充巡警，随后推行于沿路各站，与沿路驻军相辅而行。 路政案：俟督办职权确定后，一切按铁路合同与公议会大纲以次查察。 税务案：铁路沿站由黑、吉两省择要分段设立税卡，收回税权。 司法案：由督办拟定办法，用人及事务管辖分两层，凡与路务无关的各案件，无论华人或外人，概由中国当局审理；凡与路务有关者，照旧办理。 交涉案：烟酒互禁案由省长密令地方官，在俄人锢禁未举行前，可暗事通融，从宽办理。 以上各端经北洋政府各主管部门审核后，在路区内相继施行。不出郭宗熙所料，霍尔瓦特果然在哈埠危机过去之后，借口中国军队纪律问题，要求撤退进驻部队；并引日本领事为奥援，据日俄朴茨茅斯条约的规定，要求重建护路军。郭宗熙据实施大纲所规定的第一条予以坚决拒绝。由于郭宗熙有效地控制住霍尔瓦特军事实力的发展，使税务、警察等案得以顺利实行。1月24日，《东北铁路督办职制大纲》经国务院批准实行。大纲规定：设置督办东省铁路公司事宜公所，内设督办参赞、秘书长各一员，及秘书、办事员等。督办秉交通总长监察全路，行使合同内所有之职权：凡交涉、司法、税务、行车、运货、军警、帐目、传译诸务，尽归处理。督办公所于1918年2月1日启用关防，随即将中东铁路收归中国政府管辖和监督。这是继护路权收回之后，中国政府在收回路权方面取得的又一重大胜利。 正当中国收复中东铁路路区主权的斗争取得进展的时候,doudoune abercrombie，远东国际局势又发生了重大变化。 1918年4月5日，日军首先在海参崴登陆，其余协约国的军队相继抵达，对苏俄开始了武装干涉。至1919年秋，日军增达7万人，美军8500人，英、法、意等国家队共有4000人。日本之所以下如此巨大的赌注，就是为了夺得最大份额的赃物；占领俄国沿海州、库页岛和堪察加，在远东和外贝加尔地区建立仆从国，夺取中东铁路以及俄国在中国北满地区的全部特权。为使北洋政府屈从，日本以供应军火为手段，诱迫段祺瑞内阁于1918年5月16日签订《中日共同防敌军事协定》。日本根据协定及实施该协定的《详细协定》取得了以下特权：(一)行动于外贝加尔和阿穆尔地区的中国军队归日本军司令指挥；(二)凡在军事行动区域之内，中国地方官吏对该处之日本军队"须尽力协助，使不生军事上之窒碍"；(三)为使中东铁路运送日军便利起见，中日应设协同机关。所谓为运输日军而设立的中日"协同机关"，实际上是日本企图借以主宰路政的过渡性机构。协定签字之后，日本便向中东铁路全面进逼。日领向前俄政府驻哈领事提出五项要求作为出兵的报偿，1由南满铁路株式会社接爱长春至哈尔滨路段；2日本在哈埠设警；3哈埠设谷物钱庄株式会社，夺取道外钱粮信托之权；4设拓植会社哈埠分社，收买轮船、火磨、森林、矿产等实业；5拟在路区发行日币1000万日元，以便操纵金融。这五项要求名义上是向俄领提出，其实无一不属中国主权，如完全实现日本便于成为中东铁路的主人。 稍后，原受命改良西伯利亚大铁路的美国工程师史蒂文斯率300余名铁路人员进入了哈埠，霍尔瓦特遂请史蒡文斯实行改良中东铁路计划，美国从而得到了控制中东铁路的机会。霍尔瓦特有美国撑腰，对日本的要求不予理会，日本则借其军事优势，"于铁路沿线占营占桥"，驱逐中国满洲里驻军，以日兵"保护"满站海关，准备以武力强占中东路。美国利用日本的进逼，也乘机向中国勒索。美副国务卿亲赴中国驻美使馆，甜言蜜语地说：“现闻日本沿道布置军队，愈图侵占。又商请霍尔瓦特总办，将轨径改窄，以符南满之辙。若更听之，不啻以北满全归日本势力范围。美政府现正筹议挽救办法，在致拟商请贵国政府，凡在该路，交由美国驻西伯利亚铁路委员会派员兼管，以防其侵占”。“如现在中国设法派兵保管，恐必与日军龃龉冲突，反生枝节。”按美国逻辑，只有将中东铁路交它管理，才能防止日本侵占；而且还不让中国派兵保护自己的主权。这种趁火打劫的行为暴露了美国的伪善面目。围绕中东路问题，协约国之间的矛盾更加尖锐和复杂化。但因该路与中国有条约关系，各国“莫不假借中国，以遂其互相倾轧之谋”。 日美争持不下，最后双方于1919年1月达成协议，将中东铁路并入西伯利亚大铁路，统由协约国共管。中东铁路是中俄合办的企业，又在中国领土之上，和中国有领土主权关系，与西伯利亚铁路的性质迥然不同，协约国对它实行共管，是牺牲中国的利益，谋求日美妥协。但这比日、美独占对中国较为有利。2月20日，北洋政府照会日、美，通知中国将派员参加共管委员会，并特别声明三项要求；一、为履行中俄铁路合同中国应尽职责，中国于技术部(铁路实际管理机构)内派一专员，其位置责权与该部总理相等；二、铁路尽量用中国技术和管理人员；
